That isn't true at all. The rod can be made out of anything and there still will be a magnetic field due to the fields of the current alone, although it DOES work better when the material is ferromagnetic.
The deal is, a ferromagnetic rod in the coil will ENHANCE the magnetic field of the current in the solenoid by supplying its own magnetic field of aligned magnetic domains in superposition with that of the solenoid current.
